Nature of Work
This is advanced level professional and supervisory work involving the development, planning, and coordination, and administration of the City of Miami's Art in Public Places Program.
Work involves the development of policies and procedures that oversee the Art in Public Places Program, reviewing developer submissions, acting as a liaison between City departments and developers, and promoting the Art in Public Places Program. The incumbent must devise streamlined processes which will allow expedited review of art proposals and assemble standards and guidelines for developers to follow.
This position is not of a routine, clerical or ministerial nature and requires the exercise of independent judgment. An employee of this class is expected to exercise considerable discretion and independent judgement in developing appropriate procedures to ensure the City code of ordinances are properly enforced. Duties may include office supervision of assigned personnel and clerical personnel.

Essential Functions
Develops policies and procedures for the Art in Public Places Program
Reviews developer submissions and makes recommendations to the Art in Public Places Board (AIPPB)
Manages and coordinates Program projects, initiatives, and activities between City departments, external organizations, stakeholders, the general public, and other necessary parties.
Manages and prepares reports, plans, studies, and legislation as a basis for various initiatives related to the Art in Public Places Program
Prepares and monitors the Program budget; reviews and recommends contract payment approvals; and identifies opportunities for funding of public art initiatives.
Trains and provides guidance to professional Planners and other departments on the Art in Public Places Program and best practices for the integration of public art on public and private development.
Oversees the rotating art exhibit and the City’s public art collection to ensure proper maintenance and upkeep of public art in the city’s collection.
Represents the City at local, national, and international conferences, committee meetings, homeowner and business association meetings, and other related activities regarding the Art in Public Places Program.
Represent the Director and functions as the liaison to the AIPPB; manages all review and permitting activities related to the Art in Public Places Program.
Fosters and develops relationships with local artists, foreign consulates/cultural attaches, businesses, and developers to effectively promote the Art in Public Places Program and provide information regarding project proposals, submission processes, award selection, and other Program related questions.
Makes presentations to the Art in Public Places Board, the Planning, Zoning and Appeals Board the City Commission, and the City Manager. Gathers public art data, prepares special reports, makes general meeting preparations, and develops necessary public contacts.
Advises the Senior Special Project Manager and the Planning Director on Art in Public Places related matters, as requested.
Promotes and cultivates cultural partnerships between the City, the public and private sector, and foreign diplomatic consulates.
Determines and recommends the desirability for establishment, abolition, consolidation, revision and implementation of ordinances, rules, regulations, and capital improvement schedules as they relate to the overall development and operation of the Art in Public Places Program.
May participate in the formulation and preparation of the annual Department budget.
Conducts field surveys and inspections.
Provides assistance to the Special Project Division in the preparation of staff reports and recommendations to the Planning, Zoning and Appeals Board and the City Commission on matters affecting zoning and land use changes and makes presentations at public hearings.
Provides assistance to the Special Project Division in the management of complex and sensitive professional planning projects, inclusive of large scale new development proposals; performs research and analysis related to special permits and zoning regulations.
Supervises subordinate personnel associated with the Art in Public Places Program
Performs other related work as required.
Minimum Requirements
Bachelor’s degree in Art, Art History, Urban Planning, Urban Design, Architecture, Architecture History, Historic Preservation or a closely related field, two (2) years of professional City, Regional, or Urban planning experience, and two (2) years of experience working with and/or managing public art program (s), public art installations and/or exhibits, or other art-related projects.
OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent.
NOTE:
This position may require attendance at evening and/or weekend meetings including presentations to City Boards, neighborhood groups and other agencies as necessary.

- Proof of education in the form of Bachelor’s degree in Art, Art History, Urban Planning, Urban Design, Architecture, Architecture History, Historic Preservation or a closely related field . Foreign diplomas/degrees must be submitted with an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, an applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or higher.
- Approved Credential Evaluation Agencies:
An accredited four-year college or university in the United States, OR
A current member of the National Association of Credential Evaluation Services (NACES), OR
A current member of the Association of International Credential Evaluators (AICE), OR
A recognized Professional Organization

Selection Preference for City Residents: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:
